Low FPS and stuttering in Call of Duty: Modern Warfare 4: how to fix it
Low or uneven frame rate in Modern Warfare 4 on PC is a performance problem, not an error code, and Activision has not listed an official FPS bug. Third-party guides commonly suggest letting the game finish shader preloading before a match, then updating your GPU driver and turning on upscaling if your card supports it.

What it means
This article is about Call of Duty: Modern Warfare 4 on PC. If you meant the older game MechWarrior 4, it is not covered here.
Low FPS in this game does not come with an error message. The frame rate is simply low, or it is fine and then spikes or stutters, often in the first minutes after loading or in menus. Several things can cause that, and the quickest ones to rule out come first below.
The game is only a few weeks old, so advice may change quickly. Some steps here come from third-party guides rather than Activision or NVIDIA, and they are marked as such.
Symptoms and causes
You are likely dealing with this problem if:
- Low average frame rate
- Stutter or frame spikes, especially soon after loading or in menus
- Frame drops that started right after a graphics driver update
- Character freezing and then skipping ahead (this may be network lag, not FPS)
The usual causes, most common first:
- Shaders not compiled yet
- If shaders are compiled while you play instead of beforehand, the game can stutter. NVIDIA describes this as the reason for its Advanced Shader Delivery feature, which skips that compilation on supported cards. Third-party guides commonly point to this for Modern Warfare 4, but Activision has not confirmed it as a cause.
- Outdated or problematic GPU driver
- NVIDIA released Game Ready driver 621.01 WHQL for this game. A driver that is out of date, or one installed just before the problem began, is worth ruling out.
- Settings too high, or upscaling not used
- Quality settings the card cannot keep up with, or DLSS and frame generation left off on cards that support them, will hold FPS down.
- Background apps and overlays
- Programs competing for CPU, GPU or disk, and overlays from other software, can cause spikes.
- Damaged game files
- Corrupted or incomplete installed files can cause uneven performance.
- Hardware below the minimum specs
- I could not verify Activision's official PC requirements, so check them on the game's store page or Activision's site.
- Network lag mistaken for low FPS
- Activision describes network lag as the character freezing and skipping ahead. That is a connection problem, not a frame rate problem.
How to fix it
Work through these in order. They start with the quickest, safest checks and move to deeper repairs; stop as soon as the problem is gone.
1.Let shader preloading finish
Third-party guides commonly report that stutter comes from shaders compiling during play, and waiting costs nothing. Activision's own page on this was not available to check, so treat it as a first thing to try, not a confirmed fix.
- After launching the game, look for a shader preloading or shader compilation progress indicator and wait for it to complete before you start a match.
- If the game offers a shader preloading option in its settings, guides advise leaving it enabled. The exact setting name may differ from what is written here, so use whatever the game shows.
2.Restart and update everything
Pending game or Windows updates and a long-running session can cause avoidable performance problems.
- Close the game and its launcher, then restart the PC.
- Open the launcher and install any game update.
- Open Settings > Windows Update and install pending updates.
3.Update the graphics driver from the manufacturer
NVIDIA says its 621.01 Game Ready driver adds Advanced Shader Delivery for RTX owners, which skips shader compilation.
- Download the latest driver for your card directly from NVIDIA, AMD or Intel, not from a third-party site.
- Install it, restart the PC, and let shaders recompile when you next start the game.
4.Turn on upscaling and frame generation
On supported NVIDIA cards these features raise FPS without lowering every setting.
- In the game's graphics settings, enable DLSS Super Resolution. NVIDIA says it works in all modes.
- If you have an RTX 40 series card, enable Frame Generation. Dynamic Multi Frame Generation needs an RTX 50 series card.
- Enable NVIDIA Reflex to reduce latency.
5.Lower settings and cap the frame rate
If the hardware is near the minimum, lowering the load is the direct fix.
- Lower texture and overall quality settings one step at a time and check the result.
- Set a frame rate cap your PC can hold steadily, which gives smoother frame times than swinging between high and low.
6.Verify the game files
Repairs missing or damaged files.
- On Steam: right-click the game, choose Properties > Installed Files > Verify integrity of game files.
- On Battle.net: click the cog icon next to Play, choose Scan and Repair, then Begin Scan.
7.Close background apps and overlays
Programs competing for CPU, GPU or disk can cause spikes.
- Press CtrlShiftEsc to open Task Manager and look at the Processes tab for apps using a lot of resources. Close those you do not need.
- Turn off overlays from other programs while you test.
8.Roll back the graphics driver if the problem began after an update
If the stutter started right after a driver update, going back to the previous driver is a reasonable test. Only do this if the timing matches.
Before you start: Note your current driver version first so you can return to it. Download any older driver from the manufacturer's site, not elsewhere.
- Right-click Start, open Device Manager, and expand Display adapters.
- Double-click your GPU, open the Driver tab and click Roll Back Driver.
- If the button is greyed out, uninstall the driver and install an earlier version from the manufacturer's site. Let shaders recompile on the next launch.
9.Check for network lag
If the picture is smooth but your character freezes and jumps ahead, the cause is the connection.
- Use a wired Ethernet connection if possible.
- Enable QoS on your router and free up bandwidth by pausing downloads and streams on other devices.
- Do not buy paid "FPS booster" or lag-reduction tools. Several guides that promote them are advertising.
Check that it worked
- The first minutes of a match no longer stutter once shader preloading has finished.
- Frame rate stays steady through a full match, not only in the lobby.
- If you changed a setting, it still performs better after a PC restart.
If it still fails
- Check Activision's Known Issues page for Modern Warfare 4 for any new performance entry, since the game is new and guidance may change.
- Compare your hardware with the official minimum and recommended specs on the store page.
- Contact Activision Support through the official support site and include your GPU, driver version and what you already tried.
Questions
Is the low FPS a confirmed bug in Modern Warfare 4?
Not officially. At the time of writing, Activision's Known Issues page does not list performance or stutter entries.
Should I turn off shader preloading?
Third-party guides recommend leaving it on. I could not check Activision's own guidance, so if you turn it off, expect that the game may compile shaders while you play and stutter.
